Austria maintains highest regional travel warning for parts of Russia
On 22 October Austria’s Foreign Ministry (BMEIA) renewed its Level 4 (regional) travel warning for the Russian Federation, reaffirming that Austrians should avoid all trips to border oblasts adjoining Ukraine—including Belgorod, Kursk, Bryansk, Voronezh, Rostov and Krasnodar—because of ongoing hostilities and shelling. Elsewhere in Russia the ministry continues to rate the security risk as Level 3 (high).

The advisory cites intensified drone activity near Belgorod and cross-border artillery fire that could “spill over unpredictably,” posing dangers to business travellers and expatriates. Austrian companies with staff in Moscow and St Petersburg are urged to maintain updated evacuation plans and ensure local employees register with the Auslandsservice app.

Visa processing at the Austrian embassy in Moscow remains limited to humanitarian cases and narrowly defined business exceptions. Consular officials warn that sanctions-related payment restrictions complicate money transfers and that dual-use export rules have led to laptop and drone seizures at Russian customs.

Insurance brokers note that standard corporate travel policies often exclude cover for Level 4 zones; global-mobility managers should verify war-risk clauses and consider specialised policies. Cross-border commuters between Finland and Russia—many holding Austrian business visas—must account for random Russian exit checks and possible electronics screening.

With the EU Entry/Exit System now recording biometric data, Austrians returning via non-direct routes (e.g., via Istanbul) must ensure they have sufficient 90/180-day Schengen allowance remaining to avoid overstay flags.
