24-hour general strike starts 28 October, hits Italian public transport
A nation-wide general strike began at 16:01 on 28 October and will run until 16:00 on 29 October, disrupting rail, metro, bus and some ferry services across Italy. The walk-out, called by multiple union confederations over wage and pension reforms, coincides with pay talks in the public-service and logistics sectors. Travellers face reduced Trenitalia and Italo timetables outside the statutory "fasce di garanzia" (06:00-09:00 and 18:00-21:00).

Major city metros in Milan, Rome and Naples report headways of 20-30 minutes during non-protected hours, while regional bus operators have suspended over half of scheduled routes. Freight movement at Genoa and Trieste ports is slowed by dockworker solidarity actions, raising the risk of knock-on delays for imported components.

Although airports are not directly involved, the strike overlaps with ground-handling protests planned for 29 October, compounding mobility uncertainty (see next article). Employers should activate contingency plans, including taxi vouchers or hotel stays for inbound assignees and critical travellers.

Multinationals with posted workers must also monitor time-sheet compliance: days lost to nationwide strikes can be treated as justified absence under Italian labour law but may still affect posted-worker income thresholds. HR teams should advise employees to keep ticket receipts for potential reimbursement.

The strike underscores Italy’s chronic industrial-relations volatility; EU-based mobility managers should track Italy’s strike calendar and consider flexible arrival buffers when scheduling trainings, project kick-offs or rotational shifts.
