The European Parliament voted on 22 October to modernise EU driving-licence rules, paving the way for a mobile-phone-based licence recognised across all member states, including Cyprus. The Sigmalive report noted that the new directive will allow foreign residents to exchange or renew their licences online and will harmonise medical-fitness standards.

For multinational companies with car-leasing programmes, the change will simplify compliance checks: HR teams will be able to verify a transferee’s entitlement to drive via a secure QR code rather than collecting physical documents. Tourism operators expect faster car-rental processing at Larnaca and Paphos airports—a boon during the busy conference-season shoulder months.

Expats should note that the directive shortens the validity of licences for drivers over 70 and introduces mandatory refresher courses for heavy-vehicle categories. Member states have three years to transpose the rules; Cyprus’s Transport Ministry said it will launch a pilot of the e-licence app in 2026, using the same wallet that will store the forthcoming EU Digital Identity.

The move aligns with wider efforts to create a single European digital-mobility space, complementing the Entry/Exit System (EES) that goes live this autumn. Together, the initiatives will give business travellers smoother multimodal journeys and reduce paperwork burdens.
