CPLP visa/residence scheme explained in new Jusbrasil guidance
Also on 26 October 2025, Jusbrasil released a practitioner’s guide to Brazil’s visa and residence regime for nationals of the Community of Portuguese-Speaking Countries (CPLP). Though the underlying regulation—Inter-ministerial Ordinance 40/2023—has been in force for two years, many employers remain unaware of its practical advantages.

Under the scheme, citizens of Angola, Cabo Verde, Guinea-Bissau, Guinea Equatorial, Mozambique, Portugal, São Tomé & Príncipe and Timor-Leste may apply for a temporary visa or convert an existing status to a two-year residence permit, renewable for up to four years. No labour-market test is required, and holders may work for any Brazilian employer.

The article walks through document requirements, including police clearances and proof of means, and stresses that applications can be filed online through the ‘Portal e-Consular’ platform before a short biometrics appointment.

For HR teams recruiting Portuguese-speaking talent, leveraging the CPLP channel can shorten onboarding by six to eight weeks compared with traditional VITEM V work visas, and eliminates quota concerns. Mobility managers should update global recruitment playbooks to flag this option when sourcing candidates from Lusophone Africa or Portugal.
