Deputy Minister for European Affairs Marilena Raouna used the 22 October General Affairs Council (GAC) in Luxembourg to insist that migration remain “front-and-centre” of the agenda for the European Council summit that opened the next day. Speaking in the public session, Raouna argued that member states on the bloc’s external frontier—including Cyprus—continue to shoulder a disproportionate burden of asylum applications and should receive priority funding and operational support.
Cyprus endorsed the latest compromise package on the EU Pact on Migration and Asylum but called for faster deployment of the new Border and Asylum Management Instrument so frontline states can boost reception capacity before the 2026 tourist season. Raouna also highlighted Nicosia’s six-point “Amalthea” plan, which proposes using Cyprus as a logistics hub for humanitarian corridors to the Middle East while tightening security vetting on passengers and cargo.
