Applications must use the designator “COP-30 HEAD” for heads-of-state flights and include a confirmed arrival slot for Belém Air Base or Val-de-Cans International. Late filings risk diversion to Manaus or Recife.
In parallel, the Ministry of Foreign Affairs activated a dedicated COP 30 e-Visa portal. Registered UNFCCC delegates from visa-required nationalities can submit passports, photos and accreditation letters online, with approval promised in ten working days. The document is valid for multiple entries until 31 December 2025 and is linked to the Advance Passenger Information System used by the PF.
For flight crews, Brazil confirmed that standard crew visa exemptions apply provided stay does not exceed 10 days and crew remain on duty status; however, flight-plan remarks must list crew names and passport numbers. Operators should note that Belém’s main runway will close nightly from 02:00-05:00 for last-minute resurfacing, limiting ground-time flexibility.
Corporate aviation departments are advised to finalise fuel-uplift contracts early; demand is forecast to double the airport’s typical Jet A-1 throughput, and priority will go to state flights. Universal reports that alternate parking in São Luís (SLZ) and Fortaleza (FOR) is still available but warns of 20 % surcharges during the summit.
