Chişinău and Abu Dhabi took a significant step toward closer economic and cultural ties on 26 October 2025 when Moldova’s Cabinet authorised a Memorandum of Understanding abolishing short-stay visa requirements for all passport categories. Once ratified by both parliaments, Moldovan and UAE citizens will enjoy 90-day visa-free visits within any 180-day period.
Prime Minister Dorin Recean hailed the agreement as proof that “the Republic of Moldova is recognised as a reliable partner,” enabling greater trade, investment and diaspora mobility. For the UAE, the waiver dovetails with its broader strategy of diversifying inbound tourism beyond traditional markets while supporting Emirati investors eyeing niche opportunities in Eastern Europe.
In practical terms, the deal will remove the need for Moldovan professionals on short-term assignments—particularly in IT outsourcing, wine exports and agritech—to secure UAE visit visas, cutting lead-times from weeks to hours. Conversely, UAE entrepreneurs exploring Moldova’s developing free-economic zones will be able to conduct market visits without prior paperwork.
The MoU will be signed during Deputy Prime Minister Mihail Popșoi’s working trip to Abu Dhabi before moving to legislative ratification. Once in force, airlines such as Flydubai and Air Arabia are expected to study direct or seasonal charter links to Chişinău to capitalise on pent-up leisure demand.
Legal advisers caution businesses to monitor implementing regulations—particularly rules on paid work during visa-free stays—and to adjust HR assignment policies accordingly.
