U.S. Orders Departure of Staff, Issues Level-4 ‘Do Not Travel’ Advisory for Niger
Following a coordinated militant assault on Niamey’s Diori Hamani International Airport and an adjacent military base on 30 January, the U.S. State Department escalated its Travel Advisory for Niger to Level 4 (Do Not Travel) and ordered the departure of non-emergency embassy employees and family members. The updated advisory, published 2 February, cites terrorism, kidnapping and civil unrest, and imposes a strict curfew and armour-vehicle requirements on remaining personnel.

For U.S. companies with operations in Niger’s energy and mining sectors, the ordered departure activates contractual force-majeure clauses and triggers elevated insurance premiums. Mobility managers should review evacuation plans for assignees, confirm enrolment in the State Department’s STEP system and coordinate with security providers for over-land moves to bordering Benin or Nigeria if commercial flights are further reduced.

Cargo flows may also suffer: the airport attack damaged fuel infrastructure, and airlines have cancelled or re-routed flights through Lomé and Accra. Time-sensitive parts or samples may need to transit via Cotonou by road, adding several days.

While the advisory primarily addresses U.S. citizens, it can influence third-country nationals whose employment contracts reference U.S. government security ratings. Companies should brief all travellers, suspend non-essential visits and consider remote-work alternatives until the advisory is downgraded.
