Nicosia was the centre of Europe’s migration debate on 12 June when the long-negotiated EU Pact on Migration and Asylum finally entered into force. Ministers from all 27 member states, European Commissioner for Migration Magnus Brunner and leaders of Frontex, EUAA and Europol gathered in the Cypriot capital for an informal conference organised by the Cyprus Presidency of the Council of the EU. Deputy Migration Minister Nicholas Ioannides hailed the moment as “moving from agreement to action”, stressing that frontline states such as Cyprus will at last benefit from clearer rules on screening, accelerated border procedures and – crucially – a legally-binding solidarity mechanism that obliges other member states either to relocate asylum-seekers or to provide financial and operational aid. Brunner underlined early signs that the EU’s tougher external-border partnerships and returns strategy are already paying off, citing a 55 % fall in irregular arrivals across the bloc compared with two years ago. Cyprus used the summit to showcase its own progress. Since late-2024, nearly 5,000 Syrians have left voluntarily under an EU-funded returns scheme, and the island has cut pending asylum cases by a third. The government argues that the Pact’s new returns regulation will allow it to issue return decisions more quickly while respecting human-rights safeguards monitored by the European Commission, IOM and UNHCR. Business travel and global mobility managers should note that the Pact will gradually introduce biometric pre-screening at external borders, mandatory security checks in visa processing and common rules on residence-permit revocation. Companies posting staff to Cyprus – or using the island as a gateway to the Middle East – can expect faster but more scrutinised entry procedures as national systems are aligned with the EU framework over the next 24 months.
