Employers face hefty fines under new ‘day-before’ notification rule for foreign staff
From 1 October Czech employers must notify the Labour Office of a foreign national’s first working day no later than one day in advance—tightening the previous same-day reporting rule. On 25 October the first enforcement sweep saw inspectors visit industrial parks in Plzeň and Pardubice; three companies were cited for late filings. The maximum penalty has tripled from CZK 100,000 to CZK 300,000.

The requirement applies to all foreigners, including EU/EEA and Swiss citizens, as well as holders of employee cards and Blue Cards. Mobility managers should update onboarding checklists and HRIS workflows to ensure the electronic ZKO 3 form is submitted at least 24 hours before the employee starts. Failure to do so can also jeopardise future work-permit quotas under the Qualified Worker and Highly Qualified Worker programmes.
