Cypriot President Nikos Christodoulides arrived in Brussels on 18 December for the EU-Western Balkans Summit and two-day European Council, using back-to-back meetings to lobby for more flexible return rules and extra funding for frontline states ahead of Cyprus assuming the rotating Council Presidency in July 2026.

In a pre-summit briefing, the Presidency said Christodoulides would hold bilateral talks with leaders from Germany, Greece and Austria to coordinate positions on the proposed EU Returns Directive. Cyprus wants member states to retain discretion over charter flights and voluntary-return incentive schemes, rather than a one-size-fits-all regulation.

The president also reiterated Nicosia’s call for an EU mechanism to declare specific regions of Syria safe for returns—an idea gaining traction after this week’s European Parliament vote on a common safe-country list. Diplomatic sources said Christodoulides will push for pilot assessments in 2026 that could see limited returns to Damascus and Latakia.

From a corporate-mobility perspective, Cyprus’ activist stance signals that future EU legislation may increasingly reflect the concerns of smaller frontline states. If Cyprus secures carve-outs or extra funding, processing times for legal-migration channels (work permits, ICT cards, digital-nomad visas) could improve as resources are re-allocated away from asylum backlogs.

Christodoulides is due to brief the press on 20 December; insiders expect him to unveil priorities for the 2026 Presidency, with digitalisation of Schengen border controls and talent-attraction schemes topping the draft agenda.
