During Foreign Minister Prince Faisal bin Farhan’s visit to Madrid, Spain and Saudi Arabia inked a reciprocal visa-waiver for holders of diplomatic, special and service passports and launched a Strategic Partnership Council that will meet annually to coordinate projects in energy, defence, tourism and technology. The accords—signed on 15 May 2026—aim to streamline official travel and embed Spain more deeply in Gulf diversification plans. From a mobility perspective, the waiver removes the need for advance Schengen visas for roughly 5,000 Saudi officials who travel to Spain each year and grants equivalent privileges to Spanish diplomats and technical experts heading to the Kingdom. Although ordinary tourists still need a visa, the deal is seen by industry observers as a precursor to broader facilitation once EU–GCC negotiations on short-stay visa policy resume. Airlines are already eyeing additional frequencies on the popular Madrid–Riyadh and Barcelona–Jeddah corridors. For Spanish multinationals bidding on Saudi Vision 2030 tenders, the exemption cuts red tape for bid teams and after-sales engineers who move frequently between project sites and headquarters. Mobility managers should update travel-approval workflows to reflect the change, ensuring that eligible employees hold service passports and understand entry-stamp limits (90 days within any 180-day period on the Spanish side). Saudi HR teams sending delegations to Iberia must still monitor Schengen overstays, as the exemption does not override EU stay-time calculations. Strategically, Spain gains a seat at Riyadh’s top-table alongside the UK, China and France, enhancing its ability to secure defence contracts and renewable-energy investments. The Ministry of Foreign Affairs says the council will also cooperate on border-security technology and information-sharing—areas likely to generate future compliance obligations for companies transferring sensitive data or equipment across borders.
