Order-paper documents tabled in the House of Commons and published on 18 June 2026 reveal that Immigration, Refugees and Citizenship Canada (IRCC) and the Canada Border Services Agency (CBSA) issued 32,660 Temporary Resident Permits (TRPs) to foreign nationals deemed inadmissible between January 2021 and March 2026. Grounds ranged from criminality and serious criminality to security concerns and human-rights violations. TRPs allow officials to override inadmissibility when there are compelling reasons—for example, to facilitate testimony, attend business meetings, or address humanitarian situations—yet the sheer volume surprised many observers. Nearly 25,000 of the permits were issued directly by IRCC, with CBSA accounting for the remainder.
