Helsinki, 20 June 2026 — Finland has taken a decisive step in implementing the European Union’s long-awaited Pact on Migration and Asylum. On Midsummer weekend the Ministry of the Interior announced the operational launch of the Migration Pact – Data Integration and Use in Screening (MIS) project, a €2.55 million intelligence platform led by the Finnish Security and Intelligence Service (SUPO). Beneficiaries of temporary protection must report once a month. Non-compliance can trigger a 20 percent cut in reception allowance or, in repeated cases, full termination of services. Migri says the measures will improve integration outcomes while freeing up staff to focus on the highest-risk cases. Human-rights groups have welcomed the transparency of the new allowances framework but cautioned that frequent in-person check-ins could strain capacity in rural facilities. Migri counters that most centres now use digital ID kiosks and the national Suomi.fi messaging app, reducing waiting times. Employers’ associations have been broadly supportive, arguing that clearer rules will shorten processing times for legal workers and help companies plan summer hires. First, any employee or dependent claiming international protection in Finland faces tighter reporting duties and must budget extra time for compulsory courses. Second, business travellers should anticipate slightly longer queues at first-entry points as officers learn the new MIS interface, although Finavia expects overall passenger throughput to remain stable. Companies are advised to keep copies of work contracts and accommodation details on hand and to remind third-country contractors that non-biometric Russian passports have been refused since 1 June 2026.
