The Ministry of Home Affairs has delivered long-awaited relief to India’s 4.8 million Overseas Citizen of India (OCI) card-holders. In a circular dated 23 July, Indian missions worldwide were instructed to stop insisting that OCI booklets be re-issued every time holders obtain a new passport after the age of 20. Instead, card-holders simply have to update their fresh passport details—along with electronic fingerprints—through the online OCI Miscellaneous Services portal or upon their next arrival in India. The circular also confirms the nationwide rollout of the Electronic OCI (e-OCI) card, live since 30 June. The digital credential, downloadable to a smartphone or printed QR slip, features enhanced security, real-time verification at all Integrated Check Posts and full parity with the physical booklet. Travellers carrying the e-OCI no longer need to show the old card at immigration counters, streamlining journeys and reducing the risk of denial-of-boarding incidents that have dogged air carriers. For global mobility teams managing high-volume India travel—particularly in the IT, consulting and oil-and-gas sectors—the change eliminates a recurring administrative burden. Re-issuance previously involved booking slots months in advance at consulates, couriering passports and waiting up to six weeks—delays that often jeopardised start dates for short-term assignments. Under the new rules, profile updates are processed within three working days and cost just the miscellaneous service fee (currently US $25 in most jurisdictions). Employers should: 1) circulate the new requirements to all OCI-holding staff; 2) remind travellers to carry the same passport they used for the online update until airline DCS systems synch with the new e-OCI database; and 3) amend policy documents to remove references to compulsory re-issuance. India is also piloting an “OCI-Lite” app that will allow airline agents to scan QR codes offline, a move expected to reduce check-in delays at secondary airports worldwide. The Ministry says a global information campaign with carriers will start in August.
