
India and the United Arab Emirates have moved to tighten the safety net that supports the 3.5 million-strong Indian community living and working in the Gulf nation. Meeting in New Delhi on 22 July 2026, senior officials convened the seventh session of the India–UAE Joint Committee on Consular Affairs (JCCA) and signed off on a series of new initiatives designed to streamline visas, documentation and dispute resolution. According to India’s Ministry of External Affairs, the two delegations—led by Secretary (Consular, Passport & Visa and Overseas Indian Affairs) Sripriya Ranganathan and UAE Under-Secretary for Consular Affairs Obaid Mohammed Al Hesan Al Shamsi—agreed to accelerate work on three priority tracks: 1. Digitally linking India’s DigiLocker with UAE government portals so that employers and authorities can instantly authenticate Indian academic and professional qualifications. 2. Establishing a fast-track repatriation corridor for distressed workers, with 24/7 hotlines and a joint task-force to handle unpaid-wage claims. 3. Expanding the existing skills-verification pilot for construction workers to cover nurses and hospitality staff by October 2026. The two sides also reviewed progress since the last meeting in Abu Dhabi and welcomed a sharp fall—over 40 percent—in the number of passport-related grievances logged by Indian missions in the UAE after the rollout of a one-day Tatkal renewal service in Dubai and Abu Dhabi earlier this year. For Indian companies that second staff to UAE projects, the DigiLocker integration could cut onboarding times dramatically. "We currently wait up to two weeks while HR in Dubai verifies engineers’ degrees through couriered attested copies," noted Aparna Mehta, Mobility Director at Larsen & Toubro. "If the UAE accepts digitally signed credentials, that drops to a day—saving accommodation and idle-time costs." The JCCA agreed to reconvene in Abu Dhabi in early 2027, by which time both governments hope to have live-tested the digital verification pathway and embedded the repatriation protocol. Mobility managers should watch for implementing guidelines from the MEA and the UAE’s Ministry of Human Resources and Emiratisation in the coming quarter.
