India names Emmadi Vishnu Vardhan Reddy as new Consul General in Dubai
The Government of India has appointed Dr Emmadi Vishnu Vardhan Reddy, a 2008-batch Indian Foreign Service officer, as the country’s new Consul General in Dubai, the Indian Consulate confirmed on August 3. Dr Reddy replaces Satish Kumar Sivan and will be responsible for consular, trade and community affairs across Dubai and the Northern Emirates, representing a diaspora of more than 3.5 million Indian nationals — the UAE’s largest expatriate community. Prior to his posting, Dr Reddy served as Regional Passport Officer in Hyderabad and held earlier diplomatic assignments in Madrid and Geneva. His background in passport administration and investment promotion is viewed as a strategic fit for Dubai, where demand for passport renewals, attestation services and business-visa facilitation has surged following the expansion of India–UAE Comprehensive Economic Partnership Agreement (CEPA) benefits. Consular insiders say one of his immediate tasks will be to clear the summer backlog in passport re-issuance and to streamline the popular ‘attestation on wheels’ outreach clinics that service labour accommodations in the Northern Emirates. Indian business councils also expect him to prioritise faster authentication for start-up investment documents as cross-border venture funding accelerates under CEPA. For mobility professionals, the appointment signals continuity but also the possibility of faster document turnaround times — a critical factor in onboarding Indian talent under the UAE’s Green and Specialist visas. Corporate HR teams should watch for updated appointment-slot releases and potential new service counters at outsourced BLS International centres once Dr Reddy’s reforms take shape. The posting further underscores Delhi’s focus on protecting worker welfare abroad; observers note that Dr Reddy’s passport-office experience positions him well to tackle recurring issues such as delayed exit-permits for absconding-case workers and coordination with UAE authorities on unpaid-dues claims.
