The justification cites continued threats to public policy and the risk of secondary movements linked to July’s Ceuta incident. While the measure is national, Commission publication obliges Rome to submit a detailed risk assessment and proportionality review—important because repeated extensions can trigger infringement scrutiny. Mobility-compliance teams should note that the EU listing gives legal certainty to carriers and port operators, allowing them to verify documents without violating passenger-rights rules. The same update shows Italy still maintains land-border checks with Slovenia until 18 December 2026, underscoring how Italian border management is now multi-layered: Western Mediterranean flows from Spain and Western Balkan flows via Slovenia are treated under separate notifications.
