Top Wealth Group Holding Ltd., a Nasdaq-listed supplier of premium caviar and wine, announced on 22 September that it is relocating its corporate headquarters from Hong Kong to Lille’s Euralille business district. The company cites France’s talent-passport regime, rail links to Paris, Brussels and London, and local agri-food R&D clusters as decisive factors. CEO Grace Chan said the move will create 120 positions over two years in finance, supply-chain and marketing, with relocation packages offered to 30 senior managers and their families. The firm is working with Business France to fast-track visas under the ‘talent-business investor’ category and negotiate tax-breaks tied to job creation. Lille Métropole has promised expedited building permits for a 4,000 m² cold-chain warehouse at Lesquin Airport, strengthening the region’s ambitions to become a northern France logistics hub. Mobility advisers note that executives coming from Hong Kong will benefit from the double-tax treaty and can enrol children in the International School of Lille, which follows the IB curriculum in English and French—an important draw for Asian talent. The relocation underscores a broader trend of Asia-Pacific SMEs establishing EU bases in secondary French cities to hedge geopolitical risk and access Schengen free movement for staff.
