Addressing the UN General Assembly on 24 September, Spanish Prime Minister Pedro Sánchez argued that “inequality, despair and disinformation” fuelled July’s mass entry into Ceuta. He cautioned against portraying migrants as enemies and reaffirmed Spain’s commitment to human-rights-based border management. Sánchez’s remarks come amid growing domestic polarisation; opposition party Vox has demanded the permanent militarisation of Ceuta’s fence, while NGOs accuse the government of summary push-backs. By taking the issue to the UN stage, the prime minister sought to frame Spain as a defender of multilateral migration solutions just weeks before EU negotiations on the Pact on Migration and Asylum enter a decisive phase. For international employers, the speech signals that Spain is unlikely to adopt Hungary-style hard-border policies despite recent security measures. Mobility programmes can therefore expect continuity in visa processing and residence-permit issuance, although temporary Schengen-border controls—such as those on flights from Italy—may persist. Sánchez also highlighted Spain’s doubling of development aid and called for stronger regulation of social-media platforms that spread anti-migrant narratives—an area that could lead to new EU digital-services rules affecting employer communications.
