Parma Launches Mobile Health Clinic for Vulnerable Migrants Under EU-Funded ‘pERsone’ Project
The northern city of Parma has unveiled a mobile medical clinic dedicated to migrants who struggle to access Italy’s public-health network. The repurposed van—equipped for vaccinations, breast-cancer screenings and primary-care consults—made its debut in Piazza della Pilotta on 4 October as part of “Ottobre Rosa”, the national breast-cancer awareness month. Run by the local health authority (AUSL) and co-financed through the EU’s 2021-27 Asylum, Migration and Integration Fund (AMIF), the unit will rotate through smaller towns such as Langhirano and Fornovo during its pilot week. Multilingual mediators travel with the medical team to bridge cultural and linguistic gaps—an element project coordinators say is crucial for reaching women from North- and Sub-Saharan Africa who tend to forgo preventive care. Beyond basic check-ups, the initiative links patients to the bureaucracy of Italian residency: staff issue proof-of-residence certificates, explain the tessera sanitaria (national health card) and guide newcomers through elective-residence-permit renewals. Employers relocating workers to Parma’s food-processing and biomedical clusters can therefore channel assignees’ family members to the clinic for vaccinations required under school-entry rules. The Emilia-Romagna region already operates static “safe-space” facilities for torture survivors; adding a roving clinic allows authorities to reach seasonal agricultural labourers who migrate across provinces. If evaluations show uptake, the model could expand to Modena and Reggio Emilia in 2027, officials told Rai News. For global-mobility teams, the programme underscores Italy’s increasing focus on community-level integration as a complement to national visa reforms. HR departments may wish to add the clinic to their destination-services packets and emphasise that health coverage in Italy is tied to timely residence-permit issuance.
