
The Superintendence of Road and Multimodal Cargo Services (SUROC) at ANTT issued Decision 630 on 7 October, published in the 9 October DOU, granting Transportadora Ybytyruzu S.A. a complementary licence valid until 11 October 2033. The permit covers bilateral road freight between Paraguay and Brazil via all authorised frontier posts and enables the company to obtain a Mercosur international transport certificate. Ybytyruzu is headquartered in Villarrica (Paraguay) and specialises in refrigerated and agricultural commodities. The long validity—seven years beyond the standard five—reflects the carrier’s ISO 9001 safety rating and investment in Euro 6 trucks equipped with ANTT electronic on-board recorders. For shippers the new licence increases capacity on the busy Ciudad del Este–São Paulo milk-run corridor, where demand for fast-moving consumer goods and e-commerce parcels has outstripped available slots. Human-resources teams relocating staff or high-value goods between Brazil and Paraguay should update their approved-carrier lists and note that drivers under the licence can now use the simplified Mercosur ‘Carta Verde’ insurance waiver. Logistics consultants expect downward pressure on spot freight rates of up to 8 percent once the fleet is fully deployed. However, customs brokers warn that Receita Federal’s new biometric pilot at the nearby Ponte da Amizade (Foz do Iguaçu) may temporarily slow crossings until procedures stabilise. The decision also signals ANTT’s intention to fast-track trusted-carrier schemes ahead of next year’s Mercosur Single Transit Document rollout.
