Austria Issues Updated 2026 Shortage-Occupation List, Opening More Sectors to Non-EU Talent
The Austrian Labour Ministry has issued a new consolidated version of the 2026 Fachkräfteverordnung (Shortage-Occupation Regulation) dated 18 October 2026. The decree expands the catalogue of professions that qualify for fast-track hiring of non-EU nationals under the Red-White-Red Card system. Newly included occupations range from advanced power-engineering technicians and medical technologists to land-machinery builders and qualified roofers. Austria reviews its shortage-occupation list every year on the basis of labour-market data supplied by the Public Employment Service (AMS) and sectoral chambers. The 2026 update responds to continued recruitment bottlenecks in heavy industry, health care and high-voltage infrastructure as Austria pushes its energy-transition projects. Employers that can show no suitable EU labour is available may recruit third-country nationals more quickly; the AMS processing time for such applications typically falls below eight weeks once skills and salary thresholds are met. For foreign professionals, inclusion on the list is significant because it waives the usual labour-market test and lowers the minimum salary to 50 % of the general ceiling for Red-White-Red permits. Applicants still need proof of professional qualifications, German language skills at A2 level and a concrete job offer. Family-reunification visas are processed in parallel once the principal applicant receives confirmation. Multinationals with operations in Austria should review internal mobility pipelines and advise HR teams to align upcoming assignments with the new list. Smaller Austrian employers, especially in engineering and the trades, are expected to make greater use of international recruiters as the winter hiring season begins. Legal advisers remind companies that collective-agreement wages, not just the statutory minimum, must be observed. The update reinforces Austria’s strategy of selective immigration aimed at filling high-skilled gaps while maintaining tight controls on irregular migration. Observers expect Parliament to debate a broader overhaul of the Red-White-Red Card framework early next year, potentially introducing an Australian-style points expression-of-interest pool.
