Vienna’s city government has confirmed that Quartier Schlossberg—the capital’s sole dedicated arrival centre for people fleeing Russia’s war on Ukraine—will close at year-end. The facility, run by the NGO Volkshilfe, has accommodated more than 9,000 Ukrainians since March 2022 but has operated at full capacity for months. With its closure, no Austrian federal state will maintain a stand-alone reception hub; newcomers will be channelled directly into municipal shelters or private housing.

City officials say the federal government’s one-off subsidy of €190 per person “has not been indexed since 2022 and covers only a fraction of real costs.” Vienna currently supports roughly 10,800 Ukrainians in its basic-support system—about one-third of the national total of 30,000. The Interior Ministry was informed of the decision but has not announced alternative capacity.

For mobility professionals, the move signals tighter bottlenecks in emergency accommodation just as winter energy prices bite. Ukrainian staff on assignment in Austria may face longer waits for initial registration, police appointments and residence-permit processing if ad-hoc solutions replace the one-stop model. Employers should therefore budget for temporary hotels and factor in potential delays when scheduling project start dates.

The closure also raises policy questions. NGOs fear that dispersing arrivals across smaller shelters will hamper access to German-language courses and employment services located in Vienna. Businesses that recruit Ukrainian tech or construction talent may need to liaise more closely with provincial authorities to secure integration support.
