The Finnish government has formally approved amendments to the Aliens Act that raise the bar for permanent-residence permits. From 8 January 2026 applicants must demonstrate six—rather than four—years of continuous lawful residence. In addition, they will need at least two years of documented work experience in Finland and satisfactory proficiency in Finnish or Swedish.

Interior Minister Mari Rantanen framed the move as a push for “responsible, rules-based migration” that prioritises labour-market participation and integration. Critics argue that the change may penalise spouses of international experts who often take longer to enter the workforce.

The transition rules offer a narrow grace period: applications submitted before 8 January 2026 will be assessed under the old four-year standard. Mobility advisers therefore expect a surge in filings throughout 2025.

For employers, the message is clear—work contracts and payroll records will carry more weight than ever. HR departments should audit documentation for staff approaching the four-year mark and budget for accelerated filings, including notarised language certificates where applicable.

While the legislation is domestically driven, observers note that several EU states are moving in the opposite direction, reducing residence thresholds to attract talent. Finland is betting that high wages and quality-of-life perks will offset the stricter rules.
