The agreement, concluded in Seoul on 24 February 2026, establishes joint investigative teams, real-time data sharing and coordinated takedowns of criminal groups that lure victims with fake concert packages, dating experiences or study-tour visas. According to KNPA Acting Commissioner General Yoo Jae-seong, reported losses linked to so-called “K-Wave scams” topped US $12 million in Brazil during 2025. Fraudsters frequently impersonate Korean tour operators on social media, collecting advance payments for fictitious trips that require travellers to wire funds for ‘urgent’ visa fees or Covid-test certificates. Some cases have escalated to kidnapping and sexual exploitation after victims arrived in third-country transit hubs. The new pact will see liaison officers embedded in São Paulo and Seoul, and introduces a dedicated hotline for airlines to verify the authenticity of group-travel documents. Brazilian border agents will receive training on detecting counterfeit Korean e-visas, while Korean officers gain access to Brazil’s Sismigra database to monitor overstays of South Korean nationals. For mobility and HR teams, the development highlights a growing compliance risk: employees drawn into fraudulent cultural-exchange schemes may unwittingly violate immigration rules or fall prey to human-trafficking rings. Companies are advised to vet any third-party organisers offering Korean language immersion or K-pop-themed incentive trips and to brief staff on official visa channels such as Korea’s K-ETA system. Industry observers praise the pact as a template for cross-regional cooperation at the intersection of travel security and cultural soft power. Success will hinge on rapid information flow; both forces commit to exchanging passenger-name-record data within 24 hours when suspicious charter groups are detected. Early joint operations are slated for Brazil’s winter holiday season in July, when outbound student travel traditionally spikes.
