A new Tribunal for Asylum and Returns Appeals (TARA) went live at midnight on 12 June 2026, replacing Ireland’s long-criticised IPAT appeals process. Under TARA, the Government commits to deciding most asylum and return appeals within 12 weeks, mirroring timelines in the EU Migration & Asylum Pact that also took effect across Europe the same day. The faster timetable is backed by stronger border procedures: fingerprints are now taken from applicants aged five and over, and a retired Circuit Court judge has been appointed Chief Inspector of Border Procedures to audit human-rights compliance. Authorities believe the new structure will clear Ireland’s backlog of 33,500 pending cases and curb litigation costs, although civil-society groups fear speed will trump fairness. For employers, the promise of quicker final decisions could shorten periods during which prospective hires are restricted from working. However, applicants denied protection may face removal orders sooner, increasing the need for rapid legal advice. Multinational companies with refugee-talent programmes should track case-processing times and prepare contingency plans for staff whose status depends on appeals. Immigration lawyers expect an initial learning curve as TARA builds capacity. HR teams sponsoring work permits for people in the asylum system should confirm any change of status promptly with the Department of Enterprise to avoid compliance breaches. While business associations welcome the efficiency drive, NGOs are urging adequate resources and legal aid to ensure substantive justice is not sacrificed for headline targets.
