Ireland’s biggest shake-up of its asylum system in more than a decade began at 00:01 on 12 June, when the International Protection Act 2026 formally entered into force. The Act transposes large parts of the EU’s new Pact on Migration and Asylum while preserving Ireland’s opt-outs from Schengen. For applicants, the most visible change is a single, accelerated procedure in which all grounds for protection, subsidiary status and permission to remain are examined together, with a six-month statutory time-limit on first-instance decisions. Behind the scenes, the legislation replaces the International Protection Appeals Tribunal with a new body – the Tribunal for Asylum and Returns Appeals (TARA) – intended to professionalise decision-making and clear a backlog of more than 5,000 appeals. The Government has appointed senior barrister Cindy Carroll as the first Chief Appeals Officer and pledged an additional €4 million to recruit 40 tribunal members and support staff. Pilot hearings will begin next week, with the first paperless, remote-hearing room opening in September.

Although the new rules are now live, transition measures mean applications lodged before 12 June will continue under the old regime unless the applicant opts in. The Department expects full clearance of the existing caseload by early 2028, at which point Ireland’s asylum processing time should fall from the current average of 23 months to less than nine.
