Two years after its adoption, the EU Pact on Migration and Asylum moved from paper to practice on 12 June. While most headlines focused on frontline Mediterranean states, Ireland confirmed that it will apply six of the ten new regulations voluntarily, including the Screening Regulation and the revamped Eurodac biometric database, even though it remains outside the Schengen Area. Justice Minister Jim O’Callaghan said Ireland’s participation “protects the integrity of the Common Travel Area with the UK and underpins our commitment to burden-sharing”.

The Screening Regulation will see all non-Irish, non-UK nationals arriving at Irish ports and airports subjected to a preliminary security and vulnerability assessment within five days, with data shared in near-real-time with EU partners. For employers, the biggest change is the mandatory use of the EU-wide digital travel authorisation (ETA-EU) for visa-exempt business travellers from January 2027. Carriers that board passengers without a valid ETA-EU will face fines of up to €3,000 per traveller. Irish carriers and airports have six months to connect to the EU Entry/Exit System (EES). Dublin Airport has already trialled upgraded eGates capable of capturing four fingerprints in under 60 seconds, but regional airports are still seeking funding. Until the EES goes live in Ireland (expected October 2026) passport stamps will continue. Human-rights groups have criticised the Pact’s “border-externalisation” elements. The Irish Refugee and Migrant Coalition urged the Government to publish an impact assessment before fully opting into the Asylum Procedures Regulation, warning that truncated timelines could lead to refoulement if legal aid is not expanded.
