ICE Arrests Outside Baltimore Elementary School Spark Legal and Political Backlash
Maryland officials and civil-rights advocates condemned Immigration and Customs Enforcement after agents arrested two adults during a pre-school graduation at Commodore John Rodgers Elementary/Middle School on 12 June. Video that went viral overnight shows plain-clothes officers escorting the pair across the parking lot as families looked on. ICE claims the Baltimore City Public Schools system helped coordinate the operation—an assertion school leaders flatly deny. Under a 2025 Maryland law, public schools are deemed “sensitive locations,” and federal immigration enforcement is effectively barred without a judicial warrant. Baltimore Mayor Brandon Scott called the arrests “a clear violation of state law and community trust,” while Governor Brooke Lierman demanded an investigation. ICE issued a statement saying its Fugitive Operations Team had a lawful arrest warrant and that the individuals posed a threat to public safety. The agency accused the district of offering to facilitate the arrests to avoid a broader search. District officials responded that staff merely verified the men’s identities after ICE agents appeared unannounced. For employers, the incident underscores heightened sensitivities around enforcement actions in spaces historically considered off-limits. Companies sponsoring work-authorized parents should remind affected employees of their rights in sensitive locations and ensure rapid-response counsel lines are active. The episode may also reignite calls for federal legislation mirroring policies that shield schools, hospitals and houses of worship nationwide. Maryland lawmakers are exploring amendments that would impose financial penalties on agencies conducting unlawful operations on school grounds. Meanwhile, the two detainees remain in ICE custody at the Howard County Detention Center pending bond hearings.
