New Digital Permit Platform Speeds Movement Controls During Cyprus Foot-and-Mouth Outbreak
Cyprus’s Veterinary Services have launched an online Foot-and-Mouth Disease (FMD) Management Platform that replaces paper permits for moving people, livestock and animal products in and out of restriction zones. Announced on 22 June, the system (fmd.moa.gov.cy) comes after fresh outbreaks forced authorities to tighten bio-security controls, including roadside checkpoints and mandatory disinfectant corridors around affected farms. Until now, herders, feed suppliers and veterinarians had to apply in person for handwritten VET 3007 movement permits, a process that could take up to 48 hours and stall supply chains. The new portal lets users submit applications, upload supporting documents and receive QR-coded licences on their smartphones within minutes.

For international consultants, truck drivers or seasonal workers who may need to enter Cyprus on short notice, VisaHQ’s dedicated Cyprus page (https://www.visahq.com/cyprus/) can fast-track the necessary travel visas and documentation. The service offers online form completion, document uploads and real-time application tracking—providing the same kind of digital efficiency for border entry that the FMD platform now offers for internal movement permits.

Enforcement officers can scan the code to verify validity in real time, dramatically reducing wait times at checkpoints. Although primarily an animal-health measure, the platform has clear mobility implications: transport firms moving meat and dairy across the island – including to Larnaca port for export – gain a predictable clearance pipeline, while residents in surveillance zones may secure same-day authorisations to commute to work. The Ministry of Agriculture says the tool lays the groundwork for future multi-hazard mobility permits that could be activated during pandemics or natural disasters. Developed with the University of Cyprus’s KIOS Research Centre, the platform also generates live GIS maps showing control zones, helping logistics managers reroute drivers proactively. The project dovetails with the government’s broader e-government strategy, which this year digitised residence-permit renewals and car-registration inspections. Businesses operating in rural Cyprus should register drivers and vehicles on the system now; non-compliance fines start at €5,000, and insurers have warned they may refuse coverage for consignments without a valid digital permit. Companies running regional supply chains can expect smoother cross-district movements, but must monitor platform alerts as zones are updated daily based on veterinary sampling.
