The measure is part of the Returns Regulation negotiated by the Cyprus Presidency and approved by the European Parliament earlier this week. Under the new framework, individuals issued a return decision must leave the EU within a set deadline and may be transferred to these hubs, provided international-law safeguards are respected and unaccompanied minors are excluded. Member states will also be able to detain non-compliant migrants for up to 24 months, subject to judicial oversight—a significant expansion from the current 18-month cap. For Cyprus, which has faced disproportionate irregular-arrival pressure via the Green Line, the external-processing model provides relief by allowing faster relocation of rejected applicants while maintaining access to voluntary-return funding. The system is set to dovetail with the Assisted Voluntary Repatriation Scheme for Syrian families unveiled by the Deputy Ministry of Migration on 9 June.
