Quebec’s Ministry of Immigration, Francisation and Integration (MIFI) confirmed on July 15 that 3,856 candidates received invitations for permanent selection (Certificat de sélection du Québec) in the latest Arrima draw. The invitations target profiles that meet provincial labour-market criteria and have verifiable French-language ability—two pillars of Quebec’s distinct selection system. Although the ministry did not disclose CRS-style scores, immigration attorneys report that candidates with scores above 590 and a validated job offer fared best. The draw is the largest since the Quebec Experience Program reopened earlier this month and signals the province’s push to hit its 2026 immigration target of 63,000 newcomers despite processing backlogs. For employers, the new invitations are welcome news. Quebec companies often find federal Express Entry pathways misaligned with the province’s language and credentialing requirements. A robust provincial draw reduces the time foreign workers must wait in limbo between temporary and permanent status, improving retention in sectors such as IT, manufacturing and health care. Candidates now have 60 days to submit full documents and pay fees. MIFI warns that Arrima will be offline for maintenance from 4:30 p.m. to midnight (Montréal time) on July 15, and advises applicants to upload files before the blackout. Those who miss the deadline will see their invitation lapse and must re-enter the pool.
