Ontario scraps eight OINP streams, launches single Workforce Priority Stream
In one of the biggest overhauls of a provincial nominee program in years, Queen’s Park has closed all eight remaining streams of the Ontario Immigrant Nominee Program (OINP) and replaced them with a consolidated Ontario Workforce Priority Stream. The regulatory amendments entered into force on June 26; detailed guidance was published June 27 by immigration consultancy Go Far Global. The new structure creates three pathways: 1) TEER 0–3 occupations with permanent job offers; 2) TEER 4–5 occupations with job offers; and 3) self-employed physicians in good standing with the College of Physicians and Surgeons of Ontario.

For employers and applicants who need hands-on assistance navigating these new pathways, VisaHQ’s Canada portal (https://www.visahq.com/canada/) can help by providing real-time document checklists, application reviews, and reliable courier management, ensuring submissions stay compliant while HR teams concentrate on workforce strategy.

Language requirements rise to CLB 6 for most skilled workers and CLB 4 for intermediate roles, while rural employers benefit from lower revenue thresholds. The Expression-of-Interest system is temporarily closed and will reopen later this summer. Pending EOIs under the old streams will be withdrawn, but completed applications keep grandfathered rules. For employers, the change simplifies branding but tightens compliance: response times to Administrative Monetary Penalty notices have been cut from 60 to 30 days. Why it matters: Ontario accounts for roughly one-third of all provincial nominations nationwide; multinational HR teams routinely use OINP to retain talent whose federal Express Entry scores are marginal. The redesign means higher language benchmarks and a mandatory, full-time, permanent job offer in almost every case—raising the bar for intra-company transferees and postgraduate work-permit holders. Mobility teams should audit employee pipelines, book English or French testing early, and prepare revised settlement budgets for candidates who no longer qualify under employer-driven categories. Phase two of the reform, expected later in 2026, will modernize the EOI points grid and introduce integrity analytics to detect fraudulent job offers.
