The Independent Chief Inspector of Borders and Immigration (ICIBI) has raised fresh concerns over conditions in 17 short-term holding facilities (STHFs) at UK airports and seaports following an unannounced inspection earlier this spring. Publishing his report on 17 July, the Electronic Immigration Network highlights repeated failures to give detainees written reasons for detention and to provide timely access to legal advice. Inspectors found that some travellers who had been refused leave to enter were held for more than 18 hours in rooms with no natural light, contrary to Home Office operating standards. At Gatwick’s ‘Cedars-lite’ suite, shower cubicles were out of use and interpreters could not be sourced in five languages spoken by detainees interviewed. The report is awkward for ministers, coming one day after the Home Office laid before Parliament the first Border Security Commander’s annual review celebrating “record investment” in front-line facilities. Human-rights groups say the findings show that capital spending has not filtered down to welfare basics such as bedding, hot meals and access to telephones. From a corporate-mobility perspective, prolonged or unlawful detention can trigger litigation and reputational damage for multinational employers whose assignees are refused entry on documentary grounds. Immigration lawyers urge companies to double-check that staff carry digital eVisas linked to their passports, and to deploy on-call counsel able to respond within hours if an employee is detained. The Home Office says it accepts all 11 ICIBI recommendations and has set a deadline of 30 September to draft an action plan. Contractors Mitie Care & Custody and Tascor will be required to provide weekly compliance data. ICIBI will re-inspect in early 2027.
