In a welcome move for thousands of foreign professionals and students, Ireland’s Department of Justice has introduced a time-limited measure that lets non-EEA residents travel internationally even though their Irish Residence Permit (IRP) cards have expired. Announced on 13 July and published on 17 July 2026, the concession responds to renewal backlogs of more than 17 weeks at the Immigration Services Registration Office in Dublin. Until 31 August 2026, eligible travellers may leave and re-enter Ireland using a recently expired IRP together with a “Travel Confirmation Notice” that confirms a renewal application was filed before the card lapsed. Airlines and foreign border agencies are being formally notified, but the Department urges travellers to print the notice, carry proof of their online application and check any third-country transit rules in advance. The temporary flexibility is significant for summer business travel and urgent personal trips that would otherwise have been impossible. Employers welcome the step, noting that international assignments, conferences and annual leave plans were at risk. Immigration advisers, however, stress that the measure is not a blanket waiver: holders of Stamp 0 (visiting academics and retirees) and those who applied after their card expired are excluded. Processing pressures have snowballed since early 2026 as IRP renewal volumes hit record highs. The Department has hired 30 additional case-workers and extended weekend shifts but still faces a surge driven by post-pandemic job growth and new family-reunification rules. Officials say the travel concession will be reviewed in late August; if delays persist, it could be extended or replaced by a digital-status letter similar to the UK’s eVisa.​ For multinationals relocating staff to their Irish hubs, the message is clear: submit renewals as early as possible, download the Travel Confirmation Notice, and advise mobility teams to brief travellers rigorously on airline check-in procedures to avoid last-minute refusals at departure gates.
