Applicants holding incompatible permits must request conversion at the Questura, submitting proof of adequate funds and a chamber-issued “attestazione dei parametri economici-finanziari” under DPR 394/1999. The document summarises minimum capital requirements that vary by sector and corporate form. While the rules themselves are not new, the chamber has consolidated them into a single bilingual (Italian/English) web page, added downloadable forms and introduced an online appointment system that promises to cut processing time from four weeks to ten days. The guidance also links to the 2026-2028 “Decreto Flussi” quotas, helping prospective founders plan entry visas. For multinationals spinning off R&D or logistics subsidiaries in Emilia-Romagna, the update provides a clearer checklist for foreign managers moving from employee to director status.
