Parliament’s Schengen Committee will turn the spotlight on Italy’s migration strategy on Tuesday, 14 July, when Labour and Social Affairs Minister Marina Calderone appears for a rare public hearing. The session, announced on 13 July in the Borsa Italiana’s official diary of government events, will examine how the Meloni administration intends to manage quotas for foreign workers under the next three-year migration plan and how Italy will align those policies with the EU’s new Pact on Migration and Asylum. Calderone is expected to present preliminary figures for the 2027–2029 decreto-flussi, outline a proposed fast-track for highly-skilled talent and remote workers, and address chronic processing delays that have hampered seasonal recruitment in agriculture, construction and tourism. Business groups are lobbying for a more predictable system, arguing that ad-hoc quotas announced late in the year make workforce planning impossible. Lawmakers will also question the minister on Italy’s contribution to the EU Entry/Exit System (EES) roll-out and on coordination between the labour inspectorate and border police to tackle irregular employment. Trade-union representatives, invited as expert witnesses, will push for stronger safeguards against exploitation, citing recent cases on the Puglia tomato harvest. For corporate mobility teams, the hearing is a barometer of how quickly Italy might open or restrict work-permit channels in 2027. If Calderone confirms an expansion of non-quota categories – such as ICT transfers and start-up visas – companies could secure assignments without waiting for the annual decreto-flussi click-day. Conversely, tighter labour-market tests would lengthen lead-times. Although no binding decisions will be taken tomorrow, the hearing will feed into a draft report due to the full Chamber in September. Mobility advisers should monitor the outcome closely and start mapping talent needs against the scenarios likely to emerge.
