The revised text instructs travellers to report the loss to the nearest police station before requesting the temporary document, which is now issued locally rather than in Madrid, reducing processing time to under 24 hours. The update also reiterates that Finland’s land border with Russia remains closed “sine die” following Helsinki’s 2023 decision to combat alleged instrumentalised migration. Spanish nationals are reminded that attempting to reach Russia overland via Finland is impossible and that they must instead route through approved air or sea points elsewhere. The ministry further notes that Finland continues to monitor global COVID-19 variants but imposes no health-entry restrictions; nevertheless, travellers should keep abreast of guidance from the Finnish Institute for Health and Welfare (THL). For mobility professionals the practical takeaway is twofold. First, assignees should store digital copies of passports and biometric residence permits to streamline emergency issuance. Second, relocation policies that previously used St Petersburg as a visa-run option for Schengen compliance must be revised; nearby Tallinn or Stockholm are the recommended alternatives.
