Immigration, Refugees and Citizenship Canada (IRCC) published detailed programme-delivery updates on 24 September 2026 for the Francophone Minority Communities Student Pilot (FMCSP), a small but strategically important initiative that encourages francophone students to study outside Quebec. Key changes address how existing FMCSP study-permit holders can renew their status. Students may now submit either a new letter of acceptance or a letter of continued enrolment, provided the programme remains eligible and is at least two years long. Financial-support calculations continue to use 75 percent of the Low-Income Cut-Off correlated to community size, and the revised table applies to applications received on or after 1 September 2026. IRCC also clarified options for accompanying family members. Spouses may apply for open work-permit extensions under code C42, while dependent children can apply for study-permit renewals without provincial attestation letters. Family members filing separately must include a letter that references the principal applicant’s FMCSP participation code (PPECFSM). The pilot remains exempt from the federal attestation-letter requirement that applies to most study-permit applicants under Canada’s national cap. However, IRCC confirmed that the first FMCSP application must still be lodged outside Canada; border applications remain unavailable. Universities and employers in francophone-minority regions view the clarifications as a boost to recruitment and retention.
