Helsinki Airport, major rail hubs and selected highway junctions are being stress-tested for surge capacity, while municipal social-services departments rehearse quick relocation of vulnerable populations. From a global-mobility perspective, the drill offers valuable insight into how Finland would keep cross-border business traffic moving during an emergency. The Transport and Communications Ministry is using the exercise to refine protocols that prioritise certain passenger categories—such as medical staff, supply-chain technicians and foreign experts critical to the economy—for expedited passage through border checks. Companies holding "certified employer" status under Finland’s Fast-Track D-visa programme have been invited to observe the rehearsal and provide feedback on maintaining assignment continuity. The exercise is also the first to be coordinated by LVV, the umbrella authority that on 1 January 2026 assumed nationwide responsibility for preparedness oversight. Its involvement signals a more centralised approach to crisis mobility, replacing the previous region-led model that businesses sometimes found fragmented. Post-exercise reports—due mid-October—are expected to recommend digital tools for integrating corporate travel data into government dashboards, potentially enabling real-time exemption passes for essential staff. While LVV26 will cause only minor traffic diversions, mobility managers should brief travellers in Finland about possible short delays around logistical nodes, especially in southern highway corridors.
