The Department of Home Affairs has quietly introduced the most sweeping overhaul of the Student visa (subclass 500) program in almost a decade. From 2 October 2026, the vast majority of temporary-visa holders – including Working Holiday Makers, Visitor-visa holders, Skills-in-Demand workers and even current international students – must now leave Australia before they can lodge a new Student-visa application. Only a handful of cohorts (Defence and DFAT scholars, doctoral candidates, school students, and those caught by provider default) are exempt. Family-member sponsorship has also been tightened: outside a narrow list of exemptions, partners and children can no longer be added to a student’s application or attached later. Home Affairs says the reforms are designed to restore “program integrity” after a two-year surge in in-country applications that saw some migrants use sequential Student visas to extend their stay rather than complete a bona-fide course of study. By forcing most applicants offshore, the government hopes to break the cycle of successive temporary visas, reduce processing backlogs and deter non-genuine students. For institutions, the change means fewer last-minute, in-country transfers and far more dependence on offshore recruitment pipelines. Agents have been told to warn students that they must now factor in airfare, offshore biometrics and the risk of visa refusal before committing to a new course. Providers that rely on “course-hopping” markets – notably short vocational courses in metropolitan areas – face an abrupt contraction in enrolments during the November–February intake. Corporate mobility teams should note the flow-on effects for graduate hiring. Employers who routinely retain international students via on-shore Student-visa extensions will need to plan earlier, use Temporary Graduate or skilled visas, or build in a period for the graduate to apply from overseas. Housing markets around university precincts may also feel the shift if fewer students remain continuously onshore. Migration lawyers expect a spike in review applications as applicants stranded mid-process test the legality of transitional provisions. However, Home Affairs insists existing Student visas are unaffected and that “genuine students” will continue to be welcomed – provided they apply from offshore.
