Finland has confirmed the timetable for the most far-reaching reform of its naturalisation system in more than a decade. According to a statement published on 9 October 2026 by the Finnish Immigration Service (Migri), anyone who files a citizenship application on or after 1 March 2027 will have to pass a computer-based multiple-choice test on Finnish society, history, rights and obligations. The change implements amendments to the Citizenship Act approved by Parliament in June and fulfils a key pledge in the centre-right government’s programme to tighten access to nationality. The content of the exam will be drawn up by a working group of the University of Helsinki and Migri and released as open-access self-study material at the turn of the year. Applicants will be able to sit the test in either Finnish or Swedish, while people who have already completed a Finnish- or Swedish-language university degree, matriculation examination or certain integration studies can submit those credentials instead. The requirement applies only to adults aged 18–64; children and seniors are exempt. Supporters argue the test will create clearer expectations and encourage integration earlier in the residence-to-citizenship pipeline. Critics in civil society warn it risks turning naturalisation into “an obstacle course” at a time when Finland is trying to attract and keep international talent. Businesses have also expressed concern that more cumbersome processes could reduce Finland’s competitiveness relative to other Nordic countries. In practical terms, employers and relocation advisers should start advising eligible staff to file their citizenship paperwork before the 1 March 2027 cut-off if they wish to avoid the exam. Immigration teams will also want to monitor the forthcoming study materials in order to offer preparatory workshops, translation support and mock tests for employees and family members.
