The Jilin Provincial Public Security Department announced on 12 October that its new Immigration & Exit-Entry Service Centre in Changchun has gone fully operational, offering a ‘government-police-bank-enterprise’ platform that bundles 123 foreign-related services under one roof. Processing times for core permits have been slashed by more than 90 percent, officials said. The five-zone centre—covering comprehensive services, legal advice, finance, commerce and culture—was purpose-built to guarantee smooth accreditation for athletes, media and officials attending the 2027 Winter Universiade. A dedicated multisport service window links directly with Changchun Longjia and Yanji Chaoyangchuan international airports plus the Hunchun land port, enabling same-day issuance of port visas and residence permits through the “口岸签证+居留许可” fast-track channel. Digitalisation is a core feature. Residents of Changchun and Jilin City can now replace expired or damaged passports entirely online via the NIA 12367 mini-programme; approved documents are couriered to the applicant’s home. For busy professionals, counter hours have been extended into lunch periods, evenings and weekends, while on-site teams deliver ‘doorstep’ services to universities, the elderly and corporate groups. The upgrade signals China’s broader shift toward provincial-level facilitation for expatriates and outbound Chinese nationals. Companies sending assignees to northeastern industrial hubs will benefit from faster work-type residence conversions and multilingual 24/7 hotline support in six languages. Mobility teams should update onboarding checklists to reflect the new e-channel options and remind travellers that Jilin still requires hotel or online accommodation registration within 24 hours of arrival.
