Shanghai’s Municipal Foreign Affairs Office on 15 October published a trilingual Frequently Asked Questions guide that consolidates rules for six separate regional visa-free entry programmes, including 30-day visa-free access to Hainan and six-day group-tour exemptions for Guilin and Xishuangbanna. The document, drawn from National Immigration Administration policy briefs, is the first official attempt to present the patchwork of regional waivers in a single authoritative source. Key clarifications include the list of 61 countries eligible for Hainan’s 30-day scheme, the 13 cruise ports that allow visa-free entry for organised cruise groups, and the requirement that ASEAN tour groups using the Guilin or Xishuangbanna waivers must be at least two people and travel on a strict “group-in, group-out” itinerary. The FAQ also spells out that the permitted stay is calculated from 00:00 on the day following arrival – a point that previously caused confusion among travel agents. For corporate mobility teams, the biggest impact lies in the confirmation that short-term business activities such as conferences, trade-shows, and site visits are permissible under the Hainan 30-day and Guangdong Greater Bay Area six-day policies, provided visitors do not perform remunerated work. This opens new options for hosting client events without the administrative burden of M-class (business) visa invitations. Travel suppliers are already updating booking engines to flag eligible nationalities and remind users about the need to enter and exit via designated ports. Cruise lines sailing Asian itineraries say the clarity will help them market Shanghai-to-Hainan legs as “visa-free fly-cruise” products, potentially lifting winter-season occupancy. While the FAQ does not introduce new policy, its consolidated format is expected to reduce front-line confusion at border checkpoints. Companies should circulate the Chinese and English versions to travel coordinators, and continue monitoring provincial websites for any pilot extensions or quota limits that may arise during peak periods.
