Spain extends internal border checks on arrivals from Italy until 22 October
Spain’s Ministry of the Interior has confirmed to the European Commission that the temporary suspension of normal Schengen procedures at Spain’s air- and seaports for traffic arriving from Italy will remain in force until at least 23:59 on 22 October. The notification, published on the Commission’s Schengen ‘Temporary Reintroduction of Border Control’ register on 20 October, cites “continued threats to public policy and internal security” linked to large-scale secondary movements of third-country nationals within the EU. The controls were first re-introduced on 8 October after a surge of irregular arrivals to Spain’s north-African enclave of Ceuta triggered a short-lived tit-for-tat with Rome. Under the measure, all passengers boarding flights or ferries from Italy to Spain must pass passport control on arrival, regardless of nationality. Carriers report that processing times at Madrid-Barajas and Barcelona-El Prat have increased by 10-15 minutes per flight, although fast-track lanes remain operational for EU/EEA and Swiss citizens. Cargo and mail are unaffected. For business-travel managers the extension means that staff transiting via Italy will need to plan for extra time on arrival and carry proof of accommodation and sufficient funds—documents Spanish border officers have been requesting more frequently in recent days. Travellers holding Italian residence cards should also expect questions about the purpose and duration of their stay in Spain. While the Interior Ministry has not ruled out a further prolongation beyond 22 October, Madrid and Rome have scheduled a bilateral meeting for 21 October to evaluate alternative cooperation tools. If the security situation stabilises, officials say the controls could be lifted in time for the long weekend starting 24 October, traditionally one of the busiest periods for inbound corporate traffic. Multinational companies moving staff between their Spanish and Italian operations should monitor updates closely and review assignee travel insurance for Schengen compliance. HR teams are advised to brief employees on the possibility of being asked for return tickets and evidence of health cover at the border.
