Government says 12,700 irregular migrants returned from Ceuta since August
Spain’s Ministry of Territorial Policy and Democratic Memory reported on 20 October that 12,742 adults who entered Ceuta irregularly during the July crisis have been returned to Morocco since 10 August. Presenting a formal response to a procedural complaint filed by the autonomous city, Minister Ángel Víctor Torres argued that the national government has been anything but inactive, pointing to a "Situation of National Security Interest" declaration that allowed rapid mobilisation of police, reception capacity and screening resources. The ministry stressed that Spain coordinated 7,400 reception places, dismantled three large coastal encampments and accelerated biometric identification to clear expulsions or assisted returns in compliance with EU and Spanish law. Children remain under Ceuta’s jurisdiction, with Madrid channeling €88 million to support their care, including €25 million allocated at the August Sectorial Conference on Childhood. For employers running plants in Andalusia or staffing projects in northern Morocco, the update signals that border pressure at Spain’s north-African gateways is easing, reducing the risk of sudden operational slow-downs or extended entry checks on goods and personnel. The government nevertheless reminded companies that expulsions cannot override individual asylum procedures, so unpredictable case-by-case delays remain possible. Legal advisers note that the report may bolster Madrid’s position should Ceuta elevate its complaint to administrative courts. A definitive ruling could set a precedent on the division of competences between the central government and Spain’s autonomous cities for similar crises in Melilla or the Canary Islands. Global mobility teams should monitor potential follow-up measures, especially any changes to ferry schedules or ID checks affecting staff shuttling between Algeciras, Ceuta and Tangier-Med.
