CBSA Lays Charges in Visitor-Visa Fraud Scheme Involving 209 Bangladeshi Nationals
The Canada Border Services Agency (CBSA) announced on October 22 that five individuals have been charged in connection with an alleged immigration fraud ring that filed 243 temporary-resident visa (TRV) applications for 209 Bangladeshi nationals. Four of the accused—three based in Montréal and one in Toronto—appeared before a Valleyfield, Quebec court. A fifth suspect remains at large overseas, and an arrest warrant has been issued. According to CBSA investigators, the group created fictitious host invitations and supporting documentation to secure visitor visas, collecting thousands of dollars in fees from would-be travellers. Charges include counselling misrepresentation and knowingly submitting false documents under sections 126 and 127 of the Immigration and Refugee Protection Act. The case highlights CBSA’s stepped-up enforcement posture following parliamentary criticism of visa-system vulnerabilities. Since April, the agency has executed seven major fraud busts, three of which targeted rings exploiting business-visitor streams. Employers that legitimately invite foreign clients or technicians can expect more intensive document verification, longer processing times and, in some cases, unannounced site inspections. For global-mobility teams, the message is clear: ensure that invitation letters, itinerary details and financial guarantees are meticulously accurate. Companies that rely on frequent short-term visits—particularly from higher-risk jurisdictions—should build extra lead time into travel plans and consider using Canada’s business-visitor after-sales and warranty provisions where applicable. The CBSA is urging anyone who may have been approached by the ring to come forward. Convictions under IRPA can carry penalties of up to five years’ imprisonment and CAD 100,000 in fines.
