Under the new procedure, applicants must first book an online appointment and upload scans, but final submission now requires personal attendance at one of five VFS Global centres or the relevant consulate, where officers will capture facial biometrics through a newly deployed recognition platform. Consular staff say the technology, developed with Portugal’s Agência para a Modernização Administrativa, will cut identity-verification time from 12 minutes to under four and allow end-to-end tracking via QR code. Brazil topped Portugal’s residence-visa rankings with almost 34 000 approvals in 2025, driven by retirees, digital entrepreneurs and engineering professionals hired for renewable-energy projects. Lawyers warn that the removal of postal filing could complicate access for applicants living far from São Paulo, Rio de Janeiro or Brasília. VFS has announced it will open temporary pop-up offices in Porto Alegre and Salvador every quarter, but available slots are likely to be tight for the remainder of 2026. Employers transferring staff under Portugal’s D3 highly-qualified visa should factor in extra travel costs and time for the Brazilian leg of the process. HR teams are advised to secure appointments at least 60 days before the planned assignment start date and to ensure employees carry the original diploma legalisations required at the in-person visit. On the upside, consular officials project that biometric capture combined with automated validation will shorten overall processing from an average of eight weeks to six once the system stabilises, partly offsetting the added travel burden.
