Canada tightens compliance rules for international students, effective immediately
Immigration, Refugees and Citizenship Canada (IRCC) has published new guidance clarifying exactly what study-permit holders must do to remain in status. Effective 30 June 2026, students must now provide proof of ongoing full-time enrolment each term, notify IRCC within 10 days of any change of institution or programme, and update their address every time they move. The department says the changes close “long-standing loopholes” that allowed some students to linger in Canada without studying.

For colleges and universities the rules create an additional administrative burden. Designated Learning Institutions (DLIs) will be required to file real-time enrolment confirmations through IRCC’s secure portal rather than the current twice-yearly spreadsheet upload. Institutions that repeatedly file late or inaccurate data could be suspended from the DLI list, making their programmes ineligible for study permits and post-graduation work permits (PGWPs).

Navigating these new, real-time compliance obligations can be daunting. VisaHQ’s online platform (https://www.visahq.com/canada/) helps both students and institutional administrators keep paperwork in order by offering step-by-step guidance, deadline reminders, and live support for Canadian visas and permits—making it easier to stay onside with IRCC’s tightened regulations.

For students, the most immediate impact is on work authorization. The new guidance makes it clear that students who fall below full-time status—even for one semester—lose the automatic right to work on- or off-campus until they regain compliance. IRCC warns that unauthorised work can jeopardise future PGWP or permanent-residence applications. Employers that rely on student labour, especially in hospitality and retail, should verify that employees meet the new requirements. IRCC recommends keeping a copy of each worker’s valid study permit and recent transcript on file in case of inspection.

Multinationals running Canadian internship programmes will likewise need to tighten onboarding checks to avoid inadvertent non-compliance. The guidance also signals where policy may be headed: IRCC notes that “future rounds of PGWP reform” will incorporate the same real-time compliance model. Companies that sponsor graduates for work permits should plan for quicker processing and shorter grace periods, reinforcing the need for forward HR planning in 2027 and beyond.
